While biking home from Temple pastry (in heavy wind and rain!) we went past a house that’s currently residential but structure indicates it clearly once had a small business of some kind that hasn’t been legal there for decades. The proposed #SeattleCompPlan update wouldn’t even re-legalize a small business there because it’s not on a corner lot. It’s a 1 minute walk from busy Jackson St and a couple minutes walk from the frequent 48 and 8 buses. #Seattle #UpzoneSeattle

"The supply of new market rate units triggers moving chains that quickly reach middle- and low-income neighborhoods and individuals. Thus, new market-rate construction loosens the housing market in middle- and low-income areas even in the short run."

This Helsinki study that looked at individuals, their demographics and their moves. No modeling. This research became very clear since the last comp plan update 10 years ago.

We also now know filtering happens and it occurs quickly.

"Constructing a new market-rate building that houses 100 people ultimately leads 45 to 70 people to move out of below-median income neighborhoods, with most of the effect occurring within three years. These results suggest that the migration ripple effects of new housing will affect a wide spectrum of neighborhoods and loosen the low-income housing market."

Regarding the triplex exemptions the city is asking for, I don't necessarily think this is intentional NIMBYism. But it is unintentional NIMBYism.

We've had 10 years since Seattle last tackled it's zoning. Since then people have tried to answer whether or not upzones accelerate displacement. The research suggests the opposite, upzones reduce
displacement
