Ukraine did not inform Washington about the offensive in Russia’s Kursk region. It began in August 2024 during a rotation of American command in Wiesbaden, while the head of the CIA’s Kyiv office was returning to headquarters.
The U.S. was shocked by Ukraine’s actions—in a negative sense. Moreover, Ukraine used Western equipment, which violated previous agreements. One senior Pentagon official called it blackmail.
Washington could have halted its support but understood that doing so would put Ukrainian troops in grave danger—they would have been left without HIMARS cover and U.S. intelligence support. Therefore, the U.S. chose not to cut off aid.
There were even jokes in the White House that they knew more about Russia’s plans through espionage than about their partner’s—Ukraine’s—intentions.
