Something gestured at in the article that wasn't explored in depth (because it's the CBC) is the problem of so-called "international" unions headquartered in the US. A big driver of the UAW/CAW split was that these american unions, in practice, mostly extract dues and restrain militancy. This remains an issue especially for building trades unions here, who have retained a lot of their McCarthyist anti-communist posture and spend a lot of their resources on policing their locals.
