How do we know she's taking a selfie?
The one with her looking at her phone makes her seem self-absorbed, so much so she doesn't know what's going on.
But in the one where she's taking a photo of the problem, maybe she's a citizen journalist getting the word out.
Let's not stereotype just because she's a young woman.

Why deliberately put yourself in danger wading into flood water? You'll have to ask The Guardian why she's "taking a selfie" in their opinion.
If only she were in a flooded car in line to get gas at a flooded gas station, then it'd be perfect.
