However, if I was looking at such a proposal in the U. S., I think that I would suggest considering the following: 1) look at <a href="https://sfba.social/tags/Geothermal" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#Geothermal</a> or ground-source <a href="https://sfba.social/tags/HeatPumps" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#HeatPumps</a> rather than air-source—they should be effective for both heating and cooling farther north (probably not on tundra); 2) in any areas where electricity must be locally generated with fossil fuels, fund and require installation of <a href="https://sfba.social/tags/DistrictHeating" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#DistrictHeating</a> instead of wasting energy in cooling towers; 3) start with homes that use electric resistance heating, in order to offset some of the new demand, and move on to the least efficient and dirtiest heating systems, skipping the most efficient natural gas units; 4) mandate their use in new market rate homes; 5) if the heat pumps are publicly funded, charge for overuse for excessive use for rich people’s comfort—cool to 78°F or higher, heat to 66°F or less, except for medical necessity.
