If we went strictly by number of reports, we'd have blocked Mastodon.social ages ago, which so many instances have done (with good reason). We haven't yet because (as I understand it) we accept they're a stepping stone no. 1 for many into the Fediverse, and their policies are good (if crappily enforced).
